LWF World Service

The World Service is the internationally recognized humanitarian and development arm of the Lutheran World Federation, assisting people in need irrespective of their ethnicity, religion or gender. Basic purpose of the position

The Program Coordinator is a member of the Cameroon Management Team and as such is responsible for ensuring that the LWF World Service Team Leader of the Cameroon Emergency Operations is provided with timely and professional advice on all program related matters.

The incumbent is also responsible for the operations of the Meiganga (Cameroon) office team and ensures good and timely implementation of projects implemented in the Regions of East, Adamaoua and North, as well as the Maroua operational base in the Far North.

The Program Coordinator shall take advice on programmatic matters from the LWF World Service Team Leader and, as appropriate, any regionally based program thematic or PMER Officer

Required Qualifications

  • University degree in international relations, development, social sciences, international law or other relevant fields.

Skills, Knowledge andExperience

  • At least 4 years working in the humanitarian or development sector
  • At least 2 years of management experience in a similar position
  • Ability to work as part of a team under minimal supervision while ensuring efficient communications with supervisor
  • Good communication skills
  • Ability and willingness to work and live in a field location with basic infrastructures and services
  • Previous experience in Cameroon and/or working with (CAR) or Nigerian refugees would be an asset.

Language Skills

  • English: Fluent (written, spoken)
  • French: Fluent (written, spoken)

Main duties

Program Unit Management and Staff Development:

  1. To assist the LWF World Service Team Leader or his/her designate in the overall coordination, management and support of all LWF World Service projects in the East, Adamaoua, North and the Extreme North operations;
  2. To be responsible for the supervision, coordination and training of the program unit staff, and ensure that they carry out their functions in a timely, coordinated and participatory manner;
  3. to coordinate relevant and appropriate training as part of the LWF World Service overall strategy of capacity building, community development and empowerment, staff development, training and exchange;
  4. to develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed in a new capacity within the program;
  5. to be part of the recruitment of senior level project and program level staff.

Strategic Planning and Program Management:

  1. To collaborate towards the development and implementation of a country program strategy (including a fund raising strategy), through participation in planned meetings, evaluations and events as well as sourcing of relevant information and liaison with other players / stakeholders;
  2. To be responsible for the correct project implementation according to donors guidelines as well as LWF standards;
  3. To be responsible for the planning and establishment of any new project interventions, both emergency and development activities, and to ensure that these proposals are established within the LWF World Service (and ACT where appropriate) guidelines (and strategic plans) and the emergency operations strategic plan;
  4. To be responsible for the in-country reporting and communication between the field office in Meiganga and the operational base in Maroua;
  5. To ensure that project proposals, reports and other documentation relating to program matters are developed, finalized and submitted in accordance with donor requirements/formats and within the relevant time frame, and in accordance with LWF World Service policy and guidelines, in collaboration with the Team Leader;
  6. To fulfil the highest programmatic, administrative, quality and accountability standards through adopting and implementing the World Service policies and guidelines such as the Rights Based Empowerment as well as adhering to the Codes of Conduct and other quality assurance guidelines to which World Service is a signatory (eg. SPHERE, CHS etc);
  7. To ensure appropriate and timely use of project funds for activities and Meiganga and Maroua operational offices support costs;
  8. To maintain a coordinated and effective working relationship with identified partners, with project managers and program level sector managers (i.e. Finance, Logistics, Personnel/ Administration).

Program Coordination and Networking at field level:

  1. To plan regular staff coordination meetings and to develop the agenda in liaison with the LWF World Service Team Leader or his/her designate and other sector managers;
  2. To participate in the relevant fora, cluster meetings and networks (in country) with relevant active partners to discuss and take action on program matters (planning, coordination, implementation, training, M&E, liaison);
  3. To liaise with government, NGOs, implementing partners, related agencies, member churches and other agencies regarding program activities to ensure effective planning and coordination;
  4. To be the primary point of contact for program issues for project Officers, other NGOs, related partners/agencies and donors;
  5. To make regular field trips to monitor, follow up and discuss important program matters with the project management, and to report to the Team Leader and Finance Manager;
  6. To be a member of the Senior Management Team in the country office and participate in meetings as and when called by the Team Leader, to discuss pertinent and pending policy and program issues;

Special duties

  1. Ensure appropriate implementation of LWF World Service procurement and finance manuals in consultation with financial and logistics staff.
  2. Ensure appropriate implementation and oversight of local labor and administrative legislations.
  3. Act as a security focal point and manage security issues, incidents and threats, under the overall security responsibility of the Team Leader.
