Background
Landlocked in central Africa, Chad has a population of about 138 million by 2015, with 50.7 per cent of women and 57 per cent of children under the age of 18. With a population growth rate of about 3.5% per annum, in 2021, the country would have about 17 million inhabitants, with 9.7 million children under 18 years of age. This represents significant challenges in terms of access to basic social services and youth employment in a country where 47% of the population live below the poverty line with large regional disparities. Although the under-five mortality rate declined between 2010 and 2014 (from 175 to 133 per 1,000 live births), it remains high and places Chad among the three countries with the highest rates in the world. On the other hand, the budgetary constraints linked to a weak mobilization of tax revenues, a fall in oil prices and an increase in military expenditure to combat extremism and its violent manifestations in the subregion resulted into drastic reduction in budget allocations to the social sectors. The country is also experiencing humanitarian emergencies arising from the recurrence of floods, measles and cholera epidemics and the cyclical influx of refugees, returnees and displaced persons (linked to terrorism and other conflicts in neighboring countries).
It is in this context that the Government of Chad and the United Nations System (UNS) have adopted the "Delivey as One" initiative, the programmatic basis for the new United Nations Development Assistance Framework (UNDAF) 2017-2021, in line with the objectives of sustainable development, the African Union Agenda 2063 and its first 2014-2023 implementation plan, and the priorities of VISION 2030 of Chad and its related national Plan Development 2017-2021. UNDAF is the foundation of the new 2017 - 2021 country program, which aims to promote the realization of children's rights in Chad by reducing disparities and inequalities. The new program provides for 8 outcomes for health, nutrition, HIV, education, protection, social inclusion and program management.
In order to achieve the above-mentioned results and in the light of the lessons learned from previous programs, the Office intends to capitalize on UNICEF's comparative strengths or comparative advantages with its field presence, its efficient management of resources and its experience in working with Communities and decentralized monitoring. This plan reinforces the search for managerial excellence, which is enshrined in the guidance elements of the annual management plan 2017, which highlights several managerial and programmatic commitments of the office. In this context, the SPPME Section is expected to play a major catalytic role in support to program coordination and office management in general. However, the weak monitoring of management indicators with Insight remains a major bottleneck. Hence, there is a need to find a resource person to support the section to better monitor performance indicators by helping the office to become more familiar with Insight and a better daily reading of Dashboard in order to achieve expected results. It was in response to this problem that the CMT formulated a recommendation approved by the Representative for the creation of a temporary professional position in the SPPME section.
