At UNICEF Chad, we have made important progress on nutrition, health, and WASH access. We are also working on improving the quality of education and health facilities. We are shaping our programs to respond to humanitarian and emergency situations, and working with partners to tackle all these issues more effectively. There is still much to be done, as around 47 percent of the population lives below the poverty line and there is a very high infant and child mortality rate, with high regional disparities. How can you make a difference?

The position will contribute to the overall resource mobilization efforts of the office through the production of key strategic documents, building staff capacity, developing funding proposals and reports, preparing notes and correcting documents, establishing donor inventory and updating the list of contacts and donors linked the UNICEF Chad Country Programme. The position will enable the Partnerships Unit to fulfil its four strategic objectives, which are: (1) to maintain and expand partnerships of all kinds with donors and other partners (2) to actively mobilize additional resources directly or indirectly;(3) to maintain and further strengthen donor confidence in UNICEF's programme in Chad and (4) to close funding gaps for programmes. Within the UNDAF and UN Country Team contexts, the incumbent will be actively involved in the UN Inter-Agency Task Force on Resource Mobilization.

The specific objectives of the post are as follows:

  • All reports to donors are of good quality and developed in conformity to the standards of both donors and the Country Office.
  • All reports to donors are regularly monitored and promptly finalized, and submitted on time according to the established standard procedure.
  • Programme documents for partnerships and for internal and external use are available in French and English.
  • The Office’s resource mobilisation strategy is regularly updated, and presented to the UNICEF senior management team.
  • The smooth running of the Section’s operations is maintained in the absence of the Section Chief.
  • Under the direct supervision of the Section Chief, the officer will:

  • Assist in updating and monitoring the resource mobilization strategy by analyzing the funding environment and keeping the donor profiles up-to-date with a view to increasing their contribution.
  • Participate in regular Resource Mobilization Task Force meetings and contribute to the development of the report and follow-up of recommendations. Ensure regular monitoring of financing needs.
  • Actively seek out new initiatives and opportunities for partnerships and funding. Advise sections on new funding opportunities and assist section heads and programme specialists in the development of funding proposals.
  • Work with the various program / project officers to prepare and finalize the various reports to donors, ensuring their quality and timeliness. Ensure the quality of reporting to donors by ensuring compliance with the project document, planned results and the use of funds.
  • Gather all the information required to prepare and submit reports to donors in accordance with the standards of both the office and donors.
  • Update the donor reporting monitoring database and share weekly updates with programme managers. Share reminders of the reporting dates to relevant sections to ensure timely submission. Update standard instructions and procedures (SOPs) on reporting to donors, based on global instructions and needs of the Chad CO.
  • Assist the Head of the Partnership Unit in capacity-building activities of programme staff on results-based reporting and preparation of funding proposals and compliance with donor requirements.
  • Assist sections in the development of key programme documents: concept notes, information report, funding proposals for internal and external use in French and English. Support area offices for donor visits and other field missions in collaboration with the Communication and Programmes Sections.
  • Participate in the work of the UN Inter-Agency Group on Resource Mobilization
  • Qualification of Successful Candidate

  • Education:Master’s degree in international relations, public relations, marketing, communications, social sciences or equivalent. A Bachelor’s degree with academic relevance, paired with professional experience in resource mobilisation can be considered in place of a Master’s degree.
  • Work Experience:Proven ability to draft and present content. At least two years of professional experience with donors, specifically in the writing, editing and publishing of donor reports and grant proposals. Knowledge of the United Nations System, and UNICEF in particular, is considered and asset.
  • Language Proficiency:Fluency in French is required. Working knowledge of English and another UN language is an asset.

    This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
