BACKGROUND
CEDCOW is an international development NGO based in UK, Sierra Leone, Cameroon and Gambia. It was formed in 2009 to contribute to the improvement of the conditions of disadvantaged people through health and sustainable development. Through our branches, alliances and partners in Africa, CEDCOW advocate, identify, and undertake a range of initiative and interventions to reduce poverty and promote health and sustainable development. CDCOW worked in very disadvantaged communities and help marginalised, excluded and vulnerable people at the margin of society through basic health and inclusion programmes using community engagement approaches. CEDCOW theory of change is based on the notion that lasting improvement in society can only be achieved through strong, collaborative and inclusive empowerment. This approach is reflected in our motto "empowering communities, transforming lives.
PURPOSE OF THE ROLE
This is a dynamic and varied role, offering an opportunity to work across a number of projects, giving direct technical input into innovative projects. The Proposal development offcer will provide technical support and identify source of funding, under the guidance of CEDCOW Country Coordinator and Founder. The primary role of the Programme Officer will include supporting the design of new projects, proposal writing, monitoring and evaluation of projects and relationship management with donors. The Proposal Development officer will contributes in pulling together bid materials (proposals, presentations and concept notes), design and lead on proposal development workshops to design and validate consortia/bid team inputs, provide high quality proposal review to other proposals and support capacity building and training of country office teams and local partners on proposal development. The role supports different geographic and thematic areas of work. You will also build and maintain good relationship and partnership with various stakeholders including donors, local and international NGOs, government and CEDCOW branches in Africa and UK.
About You:
The successful candidate will have previous experience of working with a health NGO / institution, in Cameroon or Africa as well as a demonstrable understanding of health and development issues in the wider international development context. A good knowledge of current donor trends in health and experience of working with key donors or similar position with an NGO in Cameroon is essential to this role.
You will have excellent oral and written communication skills with proven experience of writing, editing and securing high quality, successful proposals. You will have experience of using evidence based approach to creating these proposals along with creating and managing Monitoring and Evaluation processes, and of disseminating learning from projects.
Essential to the role is a demonstrable knowledge and experience of good grant management practices including financial and narrative reporting, project delivery, fund transfers, project life cycle experience, including programme development / support. You must also be creative, organise, initiative and capable of working without supervision
You will have excellent IT skills in Microsoft Office, particularly in Excel, Work and PowerPoint.
KEY RESULTS AREAS
Coordinate the preparation of proposals and reporting submissions to donors including narrative and budget review and editing with occasional support and guidance from CEDCOW Country Coordinator and Founder.
Manage current projects and provide regular reports to donors and CEDCOW Management
Provides supports to and oversight for country programmes , contractual requirements ensuring programme quality and compliance, gathering of accurate information during programme implementation to support reporting.
Participate in regular meetings and events to develop and maintain relationships with stakeholders
Maintain current knowledge and understanding of donor policy agendas, debates, funding priorities and opportunities and disseminate to all appropriate stakeholders
In close coordination with country management and UK participate in the programme proposal process and ensure the quality of proposal design. In cases of complex proposals (multi-country or Consortium), act as main focal point and responsible for the coordination across countries and/or organisations.
Perform other duties, responsibilities as assigned by Country Coordinator and CEDCOW Founder.
Provide general operational and administrative support including the development and review of operational plans, policies, M&E tools, CEDCOW procedures, templates, guidelines etc

PERSON SPECIFICATION
To perform this job successfully, an individual must be able to perform each requirements below with satisfactory results. Specifically, the successful candidate must have:
Educated to degree level in a relevant subject to health and international development work
Good understanding and experience of international policies and regulations related to grants
3: Understanding of financial management processes, including excellent numeracy skills and proven ability to analyse budgets, project pipelines and financial reports
Significant experience in designing and preparation of proposals and reporting submissions to donors including narrative and budget review and editing
A self-starter capable of working alone and unsupervised
Willing and able to carry out administrative duties and support the development of ongoing operational plans, policies and procedures of CEDCOW Cameroon
A strong networker capable of building partnership and relationship with community groups, Government, civil society, private sector and donors
Abreast with current international development issues, trends, debates and challenges especially in the domain of health, gender equality, human rights and social inclusion
Ability to achieve results, manage and priorities workload
Document and relevant information and case study about project achievements and lessons learned are distributed within the organization globally
The ability to effectively analyse complex problems and suggest solution
Strong administrative skills as well as confidence in working remotely under external supervision
Skilled at multitasking and prioritising, working independently with minimal supervision
Self-motivated, positive attitude, flexible and adaptable: occasionally willing to work out of hours.
