Overview

Jhpiego seeks a Project Director to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming CDC/PEPFAR-funded HIV/AIDS Case Finding, Linkage, Care, Treatment, and Retention project which aims to support implementation of direct service delivery and technical assistance to regions with large urban areas in Cameroon. The project will operate over a five-year period.

Reporting to the Country Director, the Project Director will guide the strategic planning, design and implementation of the project and be responsible for achieving the planned results set out for the program and serve as the primary point of contact for the donor, MOH, stakeholders and partners. S/he will work closely with Ministry of Public Health to ensure the program is rooted within national HIV/AIDS priorities and programs. S/he will ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables. S/he will supervise a team of highly qualified staff.

This position is contingent upon award from CDC. Cameroonian nationals are strongly encouraged to apply.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project to achieve rapid and sustained goals outlined by the Cameroon government and PEPFAR
  • Ensure that project is technically sound, evidence-based and responsive to the needs of Cameroon, its people and CDC
  • Ensure compliance with the terms of the award and the proper oversight of project activities to achieve the stated objectives
  • Develop and maintain strong working relationships with CDC, the Ministry of Public Health and National Aids Control Committee at the national, regional and departmental level, partner institutions, health professional associations, private sector partners and other key stakeholders
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders
  • Lead the annual work planning process, in close collaboration with CDC, the Ministry of Public Health and National Aids Control Committee, project team and project partners
  • Oversee the quality, preparation, and timely submission of project reports to CDC
  • Mentor, support, supervise and manage a team of highly qualified staff, and align their efforts to ensure rapid and sustainable results
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with CDC/PEPFAR operational policies and regulations

Required Qualifications

  • Advanced degree (Masters minimum) in management, health administration, international health or a related field; clinical degree preferred (MD, RN, pharmacy, lab)
  • Previous experience serving as Project Director, Deputy Project Director, or other senior level management on HIV-related PEPFAR-funded projects, preferably in care and treatment
  • 10+ years' experience successfully managing large, multi-year international HIV projects (approximately $10M per year)
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out, including managing staff.
  • Previous experience working in West or Central Africa (Cameroon preferred), with intimate understanding of local health system and gaps and opportunities in provision of HIV services
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with relevant stakeholders
  • In-depth knowledge of PEPFAR regulations, compliance and reporting requirements
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English and French, including proficiency in Microsoft Office
  • Ability to travel nationally and internationally up to 25% of the time
