Cameroon: Technical Director

Overview

Jhpiego seeks a Technical Director to provide technical leadership and project oversight for an upcoming CDC/PEPFAR-funded HIV/AIDS Case Finding, Linkage, Care, Treatment, and Retention project which aims to support implementation of direct service delivery and technical assistance to regions with large urban areas in Cameroon. The project will operate over a five-year period.

The Technical Director will closely supervise the program implementation team to ensure that resources are applied appropriately (e.g. human, financial and material). Responsibilities include supervising program and technical staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, representing Jhpiego to donors and partners, management of projects as required and managing human resource systems.

Reporting to the Project Director, the Technical Director will be responsible for providing strategic guidance and assistance in HIV/AIDS care and treatment services for program staff and other stakeholders and representing the project in technical working groups. S/he will be responsible for ensuring the technical integrity of a HIV/AIDS care and treatment program. The Technical Director will provide technical leadership in development of annual workplans and budgets to ensure program design is line with program and Ministry of Public Health strategies and international best practices. S/he will also work closely with program and technical staff to ensure excellence in technical implementation at targeted sites and communities. In addition, the Technical Director will lead cross-cutting approaches, such as quality assurance and improvement and linkages and referrals among services.

Responsibilities

• Provide technical oversight, strategic direction and definition of project activities
• Coordinate the work of technical team members, and establish/implement a system to ensure technical quality of project activities
• Update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC and the Government of Cameroon

• Mentor program staff and government partners to:

• Implement high quality, evidence-based HIV care, treatment, and support services across gender and age groups

• Establish/strengthen linkages between HIV testing and treatment services

• Provide technical assistance for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, and supportive supervision

• Coordinate advocacy, demand generation, and policy support, across project sites

• Lead the formulation of innovative approaches for scale up of targeted HIV/AIDS care and treatment services

• Actively participate or supervise staff to participate in relevant government technical advisory/working groups

• Represent Jhpiego in professional forums

• Work with health care providers, local authorities, community members and project team members to identify clinical and community-based service delivery issues that impede access to care and uptake of services

• Identify and implement appropriate facility- and community-based strategies to address HIV/AIDS care and treatment service delivery gaps

• Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs

• Work closely with the Project Director on setting project priorities and directions, and responding to requests for support from local counterparts

• Oversee M&E staff to track and regularly review data to inform adjustments in project implementation

• Document successes, results, lessons learned and challenges, including through donor reports (e.g., routine quarterly and annual reports)

• Supervise technical staff

• Provide technical leadership in the development of the project strategic plan, work plan, and project monitoring, in close collaboration with the Ministry of Public Health and National Aids Control Committee at the national, regional and departmental level and other key stakeholders, ensuring timely implementation and compliance with award requirements and regulations

Required Qualifications

• Clinical Degree (medicine, nursing, pharmacy laboratory); master’s preferred (management, public health, HIV, etc.)
• At least 8 years’ experience implementing HIV care and treatment programs
• At least 8 years’ experience providing technical assistance to large, multi-partner, multi-year international health sector development projects
• Demonstrated experience training clinical and community-based healthcare workers on HIV/AIDS care and treatment
• Demonstrated experience building individual and organizational capacity
• Demonstrated experience with a mix of practical technical skills in HIV care and treatment necessary for strengthening HIV/AIDS care and treatment service delivery at the national, regional, departmental, clinical and community levels
• Previous experience working in West or Central Africa (Cameroon preferred), with understanding of local health system and HIV gaps and opportunities
• In-depth understanding of PEPFAR priorities, regulations, compliance and reporting requirements
• Proven track record managing technical experts and fostering team work
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships
• Expertise in identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in English and French
• Proficiency in Microsoft Office
• Ability to travel nationally and internationally up to 25% of the time
