Context:
The International Organization for Migration (IOM) is implementing a project in the south of the country in the border region with the Central African Republic to support productive asset rehabilitation through cash for work activities in 17 communities. The project is being implemented by a consortium of agencies with IOM taking responsibility for Cash Work Activities.
The Project Support Officer will be facilitating and supporting the logistical and procurement structure of this project.
Core Functions / Responsibilities:
Support the preparation for, and implementation of, the elements of the cash for work activities and corresponding logistical/administrative requirements.
Participate in tracking, monitoring and profiling beneficiaries.
Maintain a clear and precise filing system and compile background information for the Project Manager on the status of project implementation of a) infrastructure rehabilitation projects across all communities, b) cash for work rotations as ongoing, and c) all required logistics and procurement processes.
Liaise with the administrative/finance/logistics team in Ndjamena to assist with project implementation.
Develop and maintain a comprehensive understanding of various dynamics in the project implementation area.
Provide assistance in drafting regular reports on specific activities and challenges for submission to the Project Coordinator.
Follow up with the logistics and finance departments on outstanding payments, pending contracts, etc.
Support the Project Manager in engaging with local authorities where and if necessary and appropriate.
Participate in regular monitoring visits.
Assist in the organization of capacity building activities and training of staff and colleagues using IOM-adapted and approved curricula.
Attend and take notes at interagency coordination mechanisms as necessary.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Humanitarian Logistics, Logistics, Procurement, Engineering or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Professional experience in managing project implementation;
• Prior experience in IOM admin/finance procedures a prerequisite;
• Experience in field-work in a challenging environment and community-based reintegration processes necessary;
• Experience in implementing projects in fragile and post-conflict political settings;
• Strong and detailed understanding of IOM project implementation processes;
• familiarity with IOM’s coordination mechanism and endorsement procedures.
Languages
Fluency in English and French is required. Working knowledge of Sango is an advantage.
