****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Medical Advisor**** in Chad.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
****JOB SUMMARY****
International Medical Corps started activities in the Lac Region of Chad in 2012, implementing a nutrition program in the district of Bol. In 2014 a new strategy was taken to include the provision of health, food security and continued nutrition services for host populations and conflict-affected returnees/refugees in response to the increased population displacement following Boko Haram assaults in neighboring Nigeria and Niger.
International Medical Corps with the support of ECHO is implementing a program which provides response to the affected population through lifesaving health and nutrition care and secondary health care including surgical operations. As part of the implementing team, a Medical Advisor is required to provide the full oversight for the medical side of the program.
The Medical Advisor’s prime responsibilities are to provide hands-on care and upgrade the skills and knowledge of local counter parts and/or community health workers in the areas of medical practices. He/she is under the direct supervision of the Field Coordinator and will also be in functional line with medical director.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
1. Program Management
- Conduct routine and medical consultation when needed
- Asses local capacity of doctors and health care teams and conduct training regarding consultation, prescription and treatment for severe malnourished children, complicated case transfer to hospitalization and pregnant women
- Main scope of medical intervention leading to on the job training will be: malnutrition, primary health care, reproductive health, cholera response
- Compile weekly, monthly and quarterly statistics and activity reports and submit relevant information to the Medical Director and Country Director
- Submit required activity reports and statistics
- Anticipate changing needs and emergencies. Advise field coordinator and country director if new medical needs are identified
- Participate actively in proposals and concept notes development
2.**Representation**
- Attend health coordination meetings as well as other coordination meetings which are relevant to country programs as required by Field coordinator or Medical director/country director
- Serve as a liaison with MOH on matters related to the program to ensure programmatic accountability. Could also be asked sometime to do medical representation in the absence of a medical director
- Ensure maximum visibility of the agency amongst the NGO community
- Participate the production of reports at site and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
3. Human Resources Management
- Assist in the selection and training of qualified health staff, recommend promotions, disciplinary action and termination of staff in consultation with the Medical Director/CD and Finance Director
- In charge of the management of the international staff and national staff in charge of the implementation of primary health care and secondary care
- Supervise the day-to-day health staff to ensure smooth and effective operations
- Ensure compliance to local labor laws including working hours
- Maintain open lines of communications with all field staff
4. Training/ Capacity Building
- Determine training needs medical staff
- Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs after IMC departure
5. Working Relationships
- Maintain frequent communication with the Field Coordinator and Medical Director (in the absence, the CD) to ensure program activities and objectives are communicated
- Interface with MoH district representative and relevant agencies as necessary
6. Technical support to the coordination team
- During the absence of a Medical Director, assist the coordination team in drugs consumption follow up, medical order for other programs, technical advises or potentially in exploration missions

****QUALIFICATIONS****

SKILLS AND REQUIREMENTS:
- Medical degree
- Minimum of 5 years of experience required as doctor in the medical humanitarian field with an international NGO
- At least 2 previous experience in an expat doctor position with an international NGO
- Experience in exercising medicine in Africa
- Field experience in cholera response, nutrition and primary health care.
- Must have excellent self-motivation skills
- Ability to exercise sound judgment and make decisions independently
- Extremely flexible, and have the ability to cope with stressful situations and frustrations
- Ability to relate to and motivate staff effectively
- Creativity and the ability to work with limited resources
- Excellent decision making skills
- Must work independently under difficult conditions
- Must be able to take on non-medical responsibilities from time to time to cover for other team members. If the candidate already have a field coordinator previous experience it will be definitely an advantage
- Proven capabilities in leadership required
- Strong negotiation, interpersonal and organization skills
- Fluency in French required
- Ability to read, write, speak in English
- Excellent computer skills, specifically in Microsoft Office (Outlook, Word, Excel, PowerPoint)
