Position Title: Program Quality Manager (PQM), Chad

This position is contingent on donor funding

Background:
CRS has been supporting activities in Chad since 1985, and it opened a program office in 2002. CRS implements its programs through partners who work closely in long-standing relationships with communities. Through these partnerships, CRS builds the capacities of local organizations and individuals by encouraging them to actively contribute to the development of their own country.

The CRS Chad program forms part of the agency's Lake Chad Basin strategy. In the Lac region, CRS is currently supporting local church partners to their build capacity in cash-based programming in emergenc y settings and is supporting child protection strategies. In the south of the country, CRS also has a SILC and Social Cohesion project, being implemented in collaboration with the Justice and Peace Commission and the diocese of Lai and Doba. The main CRS Chad office is in the capital city of N'djamena.

Primary Responsibilities:
The Program Quality Manager (PQM) will dedicate 75% level of effort (LOE) for the CRS Stabilization and Reconciliation in the Lake Chad Region (STaR) project. S/he will be primarily responsible for the project's management and representation, monitoring, learning and reporting of activities. S/he will coordinate technical quality and operational implementation. S/he will coordinate communications with CRS headquarters, KfW, the Lake Chad Basin Commission, and other stakeholders; identify and monitor consultants; and ensure that project objectives are met.

The PQM will spend 25% of his/her time providing support to CRS Chad's emergency programs, including supporting the planning, development, and writing of proposals and budgets for emergency and emergency-to-resilience projects; representing CRS in relevant emergency clusters, and; supporting coordination efforts to ensure the implementation of timely, adequate and high-quality projects.

Knowledge and Skills:

Qualifications:
* Master's degree in international development, management, agriculture, economics or another relevant field. Additional experience may substitute for some education.
* At least five years' experience working in emergency, development or recovery program context -- including focus on M&E and programming in at least one of the following sectors -- emergency response, livelihoods recovery, food security, or microfinance.
* Understanding of grant provisions and guidelines from diverse donors, including proposal formats and reporting requirements.
* Capacity to work closely, understand, and support local Church partners.
* Demonstrated ability to provide leadership in strategic planning initiatives.
* Strong computer literacy with a full knowledge of office applications.
* Excellent professional communications skills, both oral and written, in French and English.
* Ability to exercise sound judgment and make decisions independently.
* Strong capacity in project design, project management and MEAL.
* Willingness to travel at least 30% of the time.
