ABOUT THE MISSION
The Anglophone region in the South West and North West of Cameroon have been considered marginalized since the drop of the federalism system few decades ago. Since then, despite a quiet situation, grievances have been fed slowly by opposition of a centralized power. Since 2016, political claims have been growing and became visible. In October 2017, the political struggle has turned into an internal conflict between non-states armed forces and the military forces of Cameroon. Since then, several reports have highlighted massive people displacement within the region, with major protection concern.
SI has been present in Cameroon for years essentially in the French part of the country. After need assessments, SI is now to extend and help population in the South West and North West of Cameroon. A base will be open shortly (around February 2019) in Buéa in partnership with Mentor Initiatives.
ABOUT THE JOB
General objective:
- Manage the administrative / logistics activities of the base
- Ensure the logistics process and procedures as per SI regulations
- Ensure the admin process and procedures as per SI regulations
- Hire and train logistics and admin teams
- Ensure purchase and timely supplies
- Participate in the security and access strategy of the mission
- Ensure a smooth and efficient HR follow up
The main challenges:
- Open a new base in conflict affected area under volatile security context
- Need to make sure of the good implementation of SI logistic and admin procedures on the area
- Elaboration of strategy and security procedures implementation in new area
- Hire the teams in first weeks
Responsibilities:
Under the supervision of the base’s Field Coordinator and with functional relations with the Coordination, he/she will be in charge of the following tasks:
MANAGEMENT
- Define the needs of administrative and logistics personnel at his/her base, and recruit, train, support and evaluate them according to the resources allocated
- Plan and direct the activities of the admin and log teams
ADMINISTRATION/HR/FINANCES
- Supervise the base’s HR activities and assist in applying SI’ salary and social policies
- Assist in formulating budgets for new projects
- Update and analyze budget follow up in conjunction with logistic and program teams and oversee adherence to donor administrative procedures
- Manage his/her base’s cash-flow and ensure that banks and cash boxes are well supplied
- Supervise account keeping at his/her base, monitor cash balances and validate all disbursements and commitments of expenditure, in compliance with Solidarités International procedures
- Verify and validate all contracts drafted at the base
LOGISTICS
- Supervise purchasing, ensuring that purchasing timelines and SI and donors’ procedures are respected
- Carry out a purchasing environment analysis at the local level and supervise the update of price lists and supplier files
- Receive, approve and process requests for quotes and internal order forms and ensure that internal order forms are monitored and that the status of each order is given to the person waiting
- Ensure that budgetary lines related to logistics are monitored and observed
- Supervise vehicle fleet management
- Install communication means and ensure that they are regularly maintained
- Supervise the management and monitoring of IT Equipment
- Supervise real-time inventory-update and optimize materials distributions
- Select storage locations and create a plan for the development and security of these sites
- Ensure material is stored under suitable conditions and that stocks procedures are followed and documents are complete and correct, as stock is checked in and out
- Supervise monthly physical stock inventory
SECURITY
- Implement team safety measures as determined by the coordination team
- Train teams in safety rules and procedures
- Pass on any security-related information to his/her line manager
REPORTING/CAPITALIZATION
- Ensure that reports are made to the coordination according to the administrative/logistics calendar and provide the coordinators with all required information
- Take part in meetings relating to administrative and logistics aspects, represent Solidarités International on request and/or by order
- Supervise the archiving, handling and security of SI HR/Accounting/Logistics files
YOUR PROFILE
- Diplomas related to logistics or administration
- Previous experiences in humanitarian sector
- Previous experiences in administration and logistics in a volatile environment
- Previous experience in base opening is an asset
- Good organizational, planning and capacity building skills
- Security procedures in volatile context definition/implementation
- Prior experiences in the area is an advantage
- Autonomy & Flexibility
- Ability to work under pressure to meet tight deadlines, with peaks of heavy workloads
- Management skills
- English fluent and French is an asset
SI WILL OFFER YOU
A salaried post:
According to experience, starting from 1980 euros gross per month (1800 base salary + 10% annual leave allowance paid monthly)
+100€/year of humanitarian experience at the same position
+50€/year of experience at a humanitarian position which has helped to reach the current level and a monthly Per Diem of 500 USD
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).
To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract**.**
Social and medical cover:
Expatriates benefit from an insurance package, which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
