PATH seeks a Deputy Chief of Party for the anticipated five-year, $24 million USAID-funded Community HIV/AIDS Investments for Longer and Healthier Lives (CHILL) project in Cameroon. The project aims to improve community ownership and participation in local HIV response programs targeting key and priority populations to deliver a comprehensive HIV/AIDS response. Project objectives include reduction of new infections; increased enrollment and retention of patients on antiretroviral treatment; increased organizational capacity of local institutions; and strengthened enabling environment to implement sustainable community HIV programs.

Responsibilities:

  • Provide technical guidance, technical assistance, and mentorship in HIV service delivery for key and priority populations, including increasing demand for and utilization of prevention, testing, care, and treatment services; systems strengthening and organizational development of local partners to create an enabling environment for sustainable HIV service delivery; and overseeing project evaluation and learning.
  • Assist the Chief of Party with all technical and management aspects of project implementation.
  • Support the Chief of Party to lead development and scale of innovations and new approaches that increase use of high impact HIV prevention, uptake of HIV testing, rapid enrollment in antiretroviral treatment for those that are HIV-diagnosed, and scale-up of viral load services.
  • Serve as acting Chief of Party when necessary and in that role, represent the project to the USAID Mission, other US government representatives, Government of Cameroon officials, other donors, civil society partners, and private sector stakeholders.
  • Link to and leverage related government of Cameroon, Global Fund, United Nations, and other USAID-supported initiatives.
  • Lead development of scopes of work and/or memorandums of understanding for project partners, collaborators, and consultants, and provide technical oversight and management of partner and consultant activities.
  • Closely monitor implementation of project activities against approved work plans and budgets, and ensure timely completion of outcomes and achievement of targets.
  • Lead development of annual work plans, progress reports, and other required deliverables.
  • Provide oversight of program monitoring, evaluation, and learning opportunities, and lead data analysis and learning processes to ensure project activities are adapted based on results and to scale up promising approaches.
  • Establish and maintain strong working partnerships with all project partners and stakeholders.
  • Work closely with project staff and partners to identify, document, and disseminate best practices.Required Experience

  • Master’s degree in public health or closely related field.

  • Minimum 8 years of experience managing large-scale, multi-year government-funded programs in HIV or health.

  • Proven professional experience managing and/or implementing HIV projects, particularly PEPFAR-funded activities, and providing technical assistance to optimize community-level HIV service delivery for key and priority populations across the prevention-to-treatment cascade.

  • Strong understanding of and experience implementing community-based HIV projects targeting key and priority populations, including people who inject drugs, men who have sex with men, female sex workers, and long-distance truck drivers, preferred.

  • Strong track record of successfully managing programs, including previously serving in a senior management role.

  • Proven record of developing and maintaining strong and effective partnerships.

  • In-depth understanding of HIV service delivery in Cameroon, particularly related to key and priority populations.

  • Substantial experience with USAID and US government rules and regulations.

  • Professional level of oral and written fluency in English and French.
