About the role
This is a 12 month (renewable), volunteer position with unaccompanied terms based in N’Djamena, Chad with up to 30% of the time scheduled and spent in the programme areas, with an annual allowance of 11,063 Euro.
You will report directly to the Programmme Director and you will liaise with the Country Director, Systems Director, Area/Programme Coordinators, M&E Manager, Consortium Coordinator, Programme Managers and the Advocacy, Communication and Accountability Manager.

Your purpose:
Working with Programme Managers and the Programme Director in the development of reports, concept notes, proposals, case studies, and other relevant programme documentation. Supporting the MEAL Manager in their tasks in ensuring effective programme M&E, accountability and learning is taking place throughout the country programme. Developing communication materials demonstrating learnings to be shared in Chad with staff, partners and other stakeholders.
Working closely with the Programme Director on specific tasks agreed upon in consultation with the Area & Emergency Coordinators to support specific proposal development and advocacy and communication initiatives/events at the national and provincial level.
Main duties include, though not limited to:
Reporting and Programme Development:
Work with the Programme Director and Programme Managers to develop and draft concept notes and proposals in line with donor requirements and to ensure timely submission to donors.
Liaise with Programme Director and CD with regard to queries raised on reports/proposals/documents submitted.
Support the Programme Director in preparing high quality and evidence-based reports and ensuring that they are submitted to HO and donors in a timely manner.
Ensure version control of documents and filing of final HO, donor, and M&E reports and proposals.
Assist the Programme Director, Area/Emergency Coordinator and Programme Managers, in obtaining relevant programme information and learning from other actors in Chad to ensure that Concern Chad’s work is informed by wider experience, lessons learned and locally adapted best practice.
Support in emergency responses; including assessments, planning and reporting.
Assist in translation of reports from French to English or proposals from English to French.
M&E and Programme Quality, Accountability and Learning
Support the MEAL Manager in dissemination events to share learning from our research component of the programme.
Support the Programme Director and MEAL Manager in quarterly programme reviews.
Contribute to documenting of learning related to all cross-cutting themes of the programmes to further encourage the mainstreaming of gender/equality, protection, disaster risk reduction, conflict, HIV and environment activities.
Produce and improve existing programme maps and visualisations for the better comprehension of our intervention zones.
Communication and Advocacy
- Assist the Advocacy, Communication and Accountability Manager and programme staff in communication initiatives through the development of a Concern Chad Advocacy approach and the documentation of relevant aspects of our programme work including organising photos and video while ensuring compliance with the Dochas Code of Conduct on Images & Messages and GDPR regulation via the Fair Processing Notification process.
- Use social networks to promote Concern Chad’s activities as appropriate and approved by the CD
- Collaborate on advocacy initiatives through the provision of sound, reliable and evidence-based information based on thorough research.
Other:
Support the Programme Director and Country Director in maintaining a donor database and a database of potential national partners.
Represent Concern at various fora including the weekly Humanitarian Forum and national Clusters
Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated Policies, Whistleblowing policy, Anti-fraud policy, finance, logistics, HR, security management etc.).
Support programme teams in the reinforcement of the Concern Code of Conduct and Associated policies, as well as the participation of women in programme activities. Undertake other related duties as may reasonably be required by the line manager
Your skills and experience will include:
Education, Qualifications & Experience Required:
Relevant University Level Degree in Humanitarian Assistance, Development Management or other relevant discipline
Demonstrated documentation skills
Previous experience, at least 1 year, overseas with an international NGO and with similar responsibilities
Special Skills, Aptitude or Personality Requirements:
Excellent English writing and communication skills with substantial previous experience of research, documentation and/or report writing
Fluency in written and spoken French
Good knowledge of Programme Cycle Management
Ability to manage multiple job tasks, organise and prioritise workloads taking initiative when
Ability to work on own initiative and as part of a multi-cultural and multi-disciplinary team
Ability to cope with stress and work under pressure; often to strict deadlines
Self-motivated, proactive
DESIRABLE
Education, Qualifications & Experience Required:
Knowledge of Arabic
Experience of working in Sub-Saharan Africa (or elsewhere under similar conditions) would be an advantage.
Good knowledge of donors (e.g. DFID, Irish Aid, ECHO, EU, UN)
Understanding or knowledge of equality and accountability initiatives and standards (i.e. CHS, Sphere, etc.…)
Any Other Special Requirements:
Good knowledge and competence of computer applications such as Microsoft Office
Good team player, flexible and capable of working with a multinational country team,
politically and culturally sensitive.
