NRC is looking for a Consultant / Consultancy firm / tea of consultants to undertake Data collection on cross border displacement of Nigeria and Cameroon (Lake Chad Basin) with emphasis on the impact information has in decision making.
The consultant will be gathering data in Nigeria and Cameroon in the Lake Chad Basin, and provide an analysis of what constitute the main triggers and push-/pull-factors behind cross border refugee returns in the region. Particular emphasis will be on the influence information has on decision-making. The study will rest on elements included in the ‘Tripartite Agreement for the voluntary repatriation of Nigerian refugees’.
The areas to be covered are:
· Nigeria: Borno State (Pulka, Gwoza) and Adamawa States (Mubi);
· Cameroon: Mayo Sava (Mora, Kolofata), and Logone-et-Chari (Makary, Fotokol).
Please note that all areas may be up for change.
The consultant is to provide an analysis of the gathered data. The data will provide evidence for NRC’s Advocacy and Communication work in Nigeria and Cameroon. The data will provide a baseline on which further research and data gathering will be conducted in 2020 and 2021; to update data as the situation evolves.
1.1 Basic information

Project duration: 3 years (tentative March 2019 – February 2022)

1.2 Purpose and Expected Results:
The aim of the research is to gather information about whether and to what degree the elements of the Tripartite agreement and the Durable Solutions framework are implemented in Nigeria and Cameroon, what the conditions of returns are, and whether the returnees are able to achieve a durable solution to their displacement.
The study will cover both the area Logone-et-Chari and Mayo Sava in Cameroon’s extreme north, bordering Nigeria’s Borno State. In Nigeria, the research may cover both Adamawa as well as Borno State, with particular focus on areas that host a significant level of refugee returnees from Cameroon.
The aim of the research is to gain access to updated, reliable, and statistically significant data to inform NRC advocacy and communications efforts in the Lake Chad Basin, with the ultimate goal of achieving durable solutions for the people of concern.
The research will be presented in form of 3 Briefing Notes (2-5 pages only) and short Power Point presentations on the topics, based on findings and evidence gathered:
- Safe, voluntary, dignified and informed
- Push and pull factors
- Durable solutions in Adamawa and Borno state
Topics are directed by main findings, and are subject to change.
All deliverables will be reviewed and approved by NRC Consulting Manager / focal person and Steering Committee. Payments shall be made after provision and acceptance of deliverables, according to the schedule agreed in the contract.
1.3 Final Submitted Information should contain
Proposed methodology including sampling;
Data collection tools (in English for Nigeria and French for Cameroon);
Training material for enumerators (in English and French);
Full set of data collected, including transcribed interview notes, focus group discussions, survey results, other;
Qualitative and quantitative analyses (transcriptions and qualitative analyses; quantitative data sets and analyses);
Summary presentation/PowerPoint presentation with overview of main findings (French and English);
Three (3) Briefing Notes on no more than 5 pages per note, on three main findings, including presentation of findings, why relevant, evidence and examples, analysis and draft recommendation for action.
1.4. Consultant Qualifications
NRC is looking for a consultant / consultancy firm / team of consultants, with the following experience and capacity:
- Demonstrated experience in conducting research, studies and evaluations with quantitative and qualitative components, as well as in leading teams;
- Expertise on housing land and property rights (bundle of rights framework) in West Africa required - ideally with experience specific to Lake Chad Basin area
- Complimentary experience with legal identity, education, and/or livelihoods would make a proposal more competitive.
- Advanced university degree in development, geography, sociology, social sciences, or related field of study;
- Comfortable working across cultures and familiarity with language and translation issues.
- Must be registered as a business (self-employed persons included) within your home country (proof of this registration will be expected before signing the contract)
- Strong analytical, synthesis, and report writing skills;
- Fluency or high technical proficiency in both English and French.

1.6. Applications should include:
Consultants/companies are responsible for paying tax/VAT, social benefits to national authorities, social insurance, insurance beyond travel insurance provided by NRC, vacation payments etc.
Consultants/companies, Ltd or sole-trade, must be registered in accordance with the legal requirements
The consultants are responsible for all other requirements beyond what is contractually agreed from list above under “5. NRC Support”
The consultant is responsible for and bears the risk for the project tasks undertaken and the results
To issue the payment, the consultant will provide an invoice to NRC fulfilling the formal requirements listed in the contract
Technical offer detailing the methodology, work plan and the team (max 5 pages);
Biography (CV) of the team members demonstrating relevant experience/ capacity (max 10 pages);
Financial offer (bid) detailing the budget (in Euros);
Two references of organizations who can verify the quality of the consultant’s work and/or publicly available works or studies commissioned earlier.
Proof of registration (business registration documentation, and/or VAT or company tax registration. If the consultant is a sole-trade (self-employed) a confirmation of this status from a certified accountant or the tax authorities is mandatory. For any self-employed person based in a European country, a sole-trade certificate/registration document is required. If the sole trade consultant is from the US, a certification from his/her registered accountant is sufficient.
