POSITION SUMMARY

Lead Columbia University’s ICAP HIV program in CDC / PEPFAR-supported health facilities in the Adamawa region. Oversee and coordinate the technical and administrative activities of the ICAP team at PEPFAR-supported health facilities in the region. Ensure achievement of results “95-95-95” for the control of the HIV epidemic in the region (Adamamaou, North, Far North). Work closely with the regional public health delegation to implement the program and provide technical assistance to national counterparts.

MAJOR ACCOUNTABILITIES

  • Provide administrative and technical oversight of the program to implement program objectives, achieve objectives and support the development of interventions that address identified gaps in the program
  • Plan and implement weekly HIV program activity meetings at sites supported by PEPFAR based on the activities identified in the work plan.
  • Review and approve the planning of activities of focal points for HIV programs
  • Represent ICAP with regional and district authorities; ensure close collaboration and a strong partnership
  • Supervise the “mentor sites” and the members of the team that support the administration and finances at the regional office (Adamaoua, North, Far North)
  • Promptly prepare weekly, monthly and quarterly data for PEPFAR indicators in the DAMA and DHIS data system
  • Coordinate the preparation of monthly, quarterly, semi-annual and annual technical, financial and administrative reports
  • Organize and coordinate weekly meeting sessions with the focal points and site team leaders, including (adult care and treatment, PMTCT / EID, laboratory, screening and quality assurance / quality improvement)
  • Organize and coordinate weekly and monthly meetings with the entire ICAP team via remote means (Zoom, Skype, etc.)
  • Oversee the distribution and distribution of data collection tools and all other office supplies needed at the sites
  • Oversee the availability and distribution of consumables / anti-HIV products such as HIV test kits and antiretroviral drugs at sites
  • Supervise the organization of training workshops in the region
  • Supervise the preparation of all reports related to activities such as training workshops organized in the region (Adamawa, North, Far North)
  • Supervise all logistical activities related to program activities in the region
  • Prepare monthly and quarterly financial forecasts based on planned activities and provide a quick rationale for financial expenditures at the regional headquarters.
  • Prepare an analysis report of monthly, quarterly and annual expenditures
  • Liaise with the financial officer to prepare payment for the motorcycles and identified field staff of the regional public health delegation
  • Prepare a monthly technical and administrative report on all activities in the region
  • Supervise accelerated transport system of viral load samples from and to destination in reference laboratories via the motorcycle network
  • Provide technical support to clinical staff at high volume sites
  • Liaise with the central office and receive technical assistance, advice and contributions from ICAP experts from the Yaoundé, Ngaoundéré and New York teams
  • Perform other assigned tasks

EDUCATION

  • Doctor of Medicine degree
  • Master of Public Health will be an asset

MINIMUM QUALIFICATIONS

  • Experience in managing care and treatment, TB, HIV (minimum 3 years);
  • Experience working with projects funded by PEPFAR or another non-governmental organization in the field of health
  • Strong computer skills using (Word 2016, Excel)
  • Strong leadership skills
  • Ability to work under pressure and meet deadlines
  • Excellent ability in spoken and written French with a common expression of local languages
  • Good oral and written English will be an asset

TRAVEL REQUIREMENTS

• Availability to travel in the region to health facilities supported by ICAP
