Main Duties/Responsibilities (including estimated time commitment):
Coordinate the education cluster which includes: Organize / facilitate education cluster meetings involving government counterparts and other key partners. Ensure technical leadership in line with INEE minimum standards. Comply with quality standards for cluster coordination, and pay particular attention to perception of independent cluster coordination in a context of “double-hatting”. Ensure timely and quality inputs from the education cluster to all intercluster exercises. (30%)
Supervise Information Management of the Education Cluster and ensure that both UNICEF Education section and the Education cluster have a timely and accurate understanding the education situation in areas affected by emergency (including, but not limited to – depending on the context – the number of children, including pre-school age children , girls and other excluded children, who need to access quality education, the safety and security of learning environments, the availability of psychosocial and health services, availability of teachers, teaching and learning materials, other relevant circumstances affecting children’s access to education). Focus on girls and other vulnerable groups. (15%)
Highlight education issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific sectoral (cluster) and UNICEF (programme) actions required. Ensure core commitments for children (UNICEF) and INEE (cluster) are taken into consideration, as well as considerations on risk-informed programming. Ensure translation of sectoral priorities into humanitarian response plans. (5%)
Identify potential partnerships to implement recommendations, assess potential partners where available and make recommendations on how to fill existing gaps. (5%)
Provide technical guidance and direction to UNICEF for effective planning, implementation and monitoring of agreed education in emergency and DRR plans including the setting up of safe and protective child friendly temporary learning spaces that promote the protection and well being of pre-school and primary school age children as well as adolescents by addressing non- formal and formal education, life skills, peace education, peacebuilding activities, psychosocial support for children and teachers, recreation and early childhood activities. Provide timely input relevant documentation to feed into project proposals and reporting documents including updates of the overall situation of education in emergency interventions, UNICEF’s specific programmatic contributions and progress towards appeal plans. Collect human interest stories and document good practices for the purpose of donor reporting (20%)
Make frequent field visits to affected regions/districts/villages to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff/partner training or other interventions that impact positively on the response. Hold planning and progress review meetings with government counterparts and other relevant partners on areas concerning Education in Emergencies, clearly making the difference when speaking on behalf of the cluster or of UNICEF. (10%)
Under the supervision of Chief Education coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. (5%)
Contribute in the development of funding raising proposals, reporting and other administrative tasks of UNICEF’s education in emergencies programme component and of the Education Cluster. (10%)
QUALIFICATIONS AND COMPETENCIES:
Education:
Master’s degree, preferably in education, humanitarian affairs, social science, development studies or other relevant field.
Work Experience:
3 to 5 years (of which at least 1 in the field) of progressively responsible professional experience in humanitarian affairs, human rights, education, emergency preparedness, crisis/emergency relief management, or other related area. Experience in education in emergencies and/or cluster coordination a must.
Computer Skills:
Fully proficient computer skills including use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet etc..
Other Skills:
Knowledge of the institutions of the UN system; ability to work in an international or multicultural environment.
Demonstrated experience in coordination and understanding of international humanitarian response architecture, humanitarian reform and action.
Excellent written and verbal communication skills
Working experience in developing countries.
Experience in or working with NGOs an asset
Languages:
Fluency in oral and written French and English is essential;. Knowledge of the local working language of the duty station is an asset.
