Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Coordinator based in Yaoundé, Cameroon, the successful candidate will coordinate the Displacement Tracking Matrix (DTM) operations for the Far-North region of Cameroon, monitor the production of all required DTM reports and information products for the mission and supervise the implementation of the Peacebuilding (PBF) funded project led by Food and Agriculture Organization (FAO) and implemented in coordination with IOM on transhumance in the East, Adamaoua and North regions.
Core Functions / Responsibilities:
Supervise the PBF team and project implementation activities on transhumance in the East, Adamaoua and North regions, checking that Transhumance Tracking Tool operations and community stabilization activities are implemented in line with project documents, donor requirements and IOM policies and procedures. Coordinate with FAO teams and engage with governmental and local stakeholders and the PBF Secretariat Technique. Facilitate effective planification, communication, monitoring and evaluation of the project activities along with designated teams.
Supervise the Displacement Tracking Matrix (DTM) operations in the Far-North region of the country and related capacity-building activities. Follow-up with stakeholders on actions/responses undertaken following DTM findings and the needs of humanitarian actors and recommend changes to DTM strategy in the country accordingly, in close collaboration with the DTM Unit at IOM Geneva Headquarters (HQs) and Regional Office in Dakar. Participate in DTM relevant coordination meetings and events.
Coordinate the production of reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, return profiles, transhumance alert system, maps and other relevant products, supervising the Information Management and project assistants to compile and analyze DTM data as well as monitoring the implementing partners deployed in all regions covered by the projects.
Provide timely, accurate, standardized, and adequate information to all relevant stakeholders (humanitarian, transition/recovery and peacebuilding actors) regarding movements, new displacements, mobility trends, conditions in return/relocation areas and transhumance flows.
Maintain good relationships with counterparts in key Ministries, local authorities, partners and civil society in the area of project implementation.
Liaise with relevant actors on data governance to assist in the development of a capacity transfer strategy on migration data.
Facilitate the continuity of data collection operations in various contexts and at all stages of the crisis cycle, from emergency to recovery, including peacebuilding.
Facilitate the integration of gender perspectives and attention to specific vulnerable groups including women/girl's and children’s rights issues within activities.
Regularly travel to field locations to provide technical support and monitor operations.
Perform such other duties as may be assigned by the supervisor.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in humanitarian emergencies and project management;
• Experience in coordinating field activities and managing an office team;
• Experience in liaising with multiple stakeholders;
• Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities;
• Experience in Cameroon and knowledge of the local context is an advantage.
Skills
• Proficiency in at least two of the following: Microsoft Office (Word, Excel, PowerPoint, Publisher), statistical software (Stata, SAS, R, SPSS), Adobe Creative Suite (Illustrator, Photoshop, InDesign), or Geographic Information Systems software (ArcGIS or equivalent).
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and working knowledge of French is required (oral and written). Knowledge of local languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
