HIAS seeks a Field Coordinator to be responsible for implementing a unified strategy for delivering key program services to refugees in the refugee camps where HIAS operates. S/he will be responsible for including the development and measurement of key program goals to identify and assist the most vulnerable refugees, improving their coping skills and optimizing the overall provision of humanitarian relief services.
Essential Functions:
· Manage all programs and operations in assigned camps, including supervision of staff, formulation and management of local program budget, and maintenance of HIAS-managed facilities in the base and the camps.
· Develop and conduct counseling and community service programs in assigned refugee camps, with consideration for the location, participants and goals outlined in project proposals.
· Familiarize the refugee communities with psychosocial concepts and the importance of addressing trauma while recovering from flight.
· Address protection issues by facilitating peaceful co-existence both among refugee community members as well as between the refugees and the surrounding host community.
· Participate in the recruitment and training of local staff and community mobilizers.
· Engage community mobilizers in the implementation of psychosocial and/or community services activities for vulnerable refugee populations (e.g. children, youths, survivors of gender-based violence, women-at-risk, physically and mentally disabled, elderly, and other persons with specific needs).
· Train partner agencies in the identification of refugees in need of intervention due to trauma and other vulnerabilities, and collaborate with these agencies to ensure they receive appropriate services through direct services by HIAS staff and/or referrals to partners.
· Network with key stakeholders in the region of responsibility and ensure that the project is accurately and effectively represented to UNHCR, local and foreign government officials, and other stakeholders in eastern Chad.
· Maintain communication with the Program Director and Country Director and provide regular reports on the program’s progress and new developments.
· Support the Program Director and Country Director in the formulation of project proposals.
· Ensure that services are offered in a professional and ethical manner.
· Other tasks as assigned.
Qualifications and Requirements:
· Graduate degree in psychology or social work preferred; specialization in children’s mental health, education counseling or conflict resolution desired.
· Minimum of three years of project management experience, preferably in a refugee camp or similar environment.
· Experience in the provision of emergency psychosocial care with individuals experiencing PTSD.
· Fluency in French and English is required. Arabic language skills preferred.
· Excellent cross-cultural interpersonal skills and able to work as a team player.
· Ability to work in challenging conditions.
· Must be dedicated and committed to accomplishing HIAS’ mission and goals.
