MAIN DUTIES AND RESPONSIBILITIES
The responsibility of the coordinator is to support UNHCR Chad to lead the Shelter/CCCM/NFI Cluster. The Shelter/CCCM/NFI Cluster Coordinator (hereinafter referred to as “the Coordinator”) will work under the direct supervision of the Country Representative in N’Djamena Branch Office with intensive travel to the field. In collaboration with other concerned UNHCR staff, other clusters, national and international NGOs and humanitarian actors, as well, as the government and representatives of the beneficiaries and in line with international humanitarian principles, the Cluster Coordinator will undertake the following duties:
· Ensure appropriate coordination with all relevant cluster stakeholders including national and local authorities, non-government & civil society organizations, donors and representatives of affected populations, granting that meetings are managed in line with Cluster’s standards and the Principles of Partnership.
· Ensure strategic decision making on CCCM, shelter and NFI related interventions per governorate, taking into account numbers of IDPs and affected communities, criticality of needs, accessibility of beneficiaries, cooperation of local authorities and availability and performance of local partners.
· Share information with the relevant departments at UNHCR HQ (specifically FICSS/CCCM & Global Shelter Cluster SSS departments) and utilise these departments as a resource when required.
· As may be appropriate, lead early warning, contingency planning and emergency preparedness efforts for the Cluster and ensure adequate participation in inter-cluster preparedness activities.
· In collaboration with the Cluster team, prepare, and revise it whenever the is the need to, a Shelter/CCCM strategy to assists the people in affected by the crises, undertake capacity mapping and gap identification as well as training needs and communicate them to the agreed stakeholders.
· Ensure that the Humanitarian Response Plan of the cluster is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured.
· Prepare the cluster core documents as defined by the Global Shelter and CCCM Clusters guidance: strategy, technical standards, and updated factsheet. These documents will be prepared with support and inputs from cluster partners. Ensure common standards and tools among cluster partners.
· Facilitate adequate reporting and information sharing, both within the cluster and with other clusters through inter-cluster coordination mechanisms as well as the 4W information (Who/What/When/Where).
· Advocate for the utilization of rights, participatory and community-based approaches in the planning and implementation of projects. Provide guidance; leadership and strategic direction in the preparation, evaluation and prioritisation of project proposals according to funding standard requirements.
· Work closely with other clusters, in particular Protection, and other Governmental counterparts including Local Authorities to ensure comprehensive interventions, promotion of durable solutions and transition of cluster’s interventions into the national systems and structures.
· Ensure common standards and tools and promote best practices among cluster partners, including participatory approaches.
· Ensure that updated and relevant cluster-specific information and documents are included in general cluster and inter-cluster reporting; updated in common web platforms and other reporting mechanisms.
· Ensure the integration of all relevant cross cutting issues into the need assessments, data analysis, project planning, implementation and Monitoring & Evaluation. Effectively promote the development of gender and protection sensitive approach and gender and age equality in all phases of the sectorial interventions.
QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
REQUIRED
Academic:
Preferable advanced University Degree in related areas (e.g. social sciences, architecture, engineering, law)
Experience and skills:
- At least five years of relevant experience in different international organizations (e.g. UN agencies, INGOs, IOs, Donors, Red Cross Red Crescent Movement). Work experience in Chad/or in the Sahel region would be an advantage.
- Excellent leadership and coordination, information management skills an asset.
- Excellent knowledge of the Humanitarian reform process and the role of the UN System, the Red Cross Red Crescent Movement, and the NGO humanitarian community in the Shelter and CCCM Clusters.
- Extensive knowledge of current humanitarian issues.
- Good knowledge of shelter-related technical guidelines and standards, including Sphere.
- Good knowledge of CCCM standards including roles, responsibilities, methodologies, monitoring and advocacy.
- Experience in Shelter programming.
- Demonstrated empathy and experience in understanding the position duties and needs of national partners, as well as contributing to build their capacity.
- Ability to travel to field locations throughout Chad and liaise with local authorities.
- Good skills in using Microsoft Office software and other commonly used reporting, editing, presentation, communication, browser and database software.

DESIRABLE
- CCCM Training
- Training on Cluster Coordination (Shelter Cluster Coordination training or Coordination and Leadership training).
- Applied knowledge in UNHCR programme management, project formulation, its programme cycles and reporting standards.
- Previous exposure to cluster approach, preferably both at the global policy level and with a field implementation approach.
- Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
START DATE & DURATION
ASAP, until 31 December 2016. The recruitment is through stand by partner contract.
