CANADEM is seeking bilingual professionals (French/English) with previous experience in information management who are available for an immediate deployment to Cameroon as a seconded expert with OCHA for a 6-months contract.
Background:
People in Cameroon are facing the impact of a triple humanitarian crisis: (i) the conflict in the Central African Republic has led to a massive influx of refugees into Cameroon's eastern regions; (ii) Boko Haram attacks and violent conflict in the Lake Chad Basin have caused large-scale displacements from Nigeria and within Cameroon's Far North region: and (iii) high levels of food insecurity and malnutrition, due to poverty, under-development, and chronic vulnerability, are affecting communities mainly in the Far North and North regions of the country.
Main tasks and duties to be executed:
- Develops, implements and evaluates assigned programmes/projects.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Manages the day-to-day operation of the information management unit (IMU) ensuring quality information management systems and reporting.
- Performs advisory and technical assignments in information management, including database development and management of the humanitarian response platform, the humanitarian and the Online Reporting System (ORS).
- Develops and maintains spatial baseline and operational datasets in accordance with relevant standards and guidance. Ensures that data are documented and accessible to all humanitarian partners through local and online services.
- Researches, analyzes and presents information gathered from diverse sources. Identifies relevant multi- sectoral datasets and conducts quantitative and qualitative analysis using various spatial/temporal/graphical analysis tools.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties, drafting mission summaries, etc.
- Works closely with the assessment coordinator team on the collection, analysis and presentation of information.
- Where necessary, conducts Inter Sector Information Management Coordination meetings and addresses needs if information sharing.
- Produces high-quality map products and infographics.
- Performs an y other duties as may be requested by the OCHA Head of Humanitarian Advisory Team.
Specific Required Skills:
- Language: French and English (proficiency required only in one language).
- Experience in working in a humanitarian context.
- Experience working with OCHA desirable.
