Chad: Project Director, Fluent in French and English

Primary Purpose of Position

The Project Director is the lead program management position for HIAS in Chad, overseeing the operations and implementation of HIAS’ psychosocial trauma counseling and social services in 11 of the 13 refugee camps in eastern Chad, providing essential supportive services to Darfuri refugees who have fled persecution and genocide to rebuild their lives in safety and dignity.

The Project Director is charged with overseeing the implementation of psychosocial and community services programs for the prevention and response to sexual and gender-based violence (SGBV), and supervises the work of the expatriate counselors, local psychosocial assistants and refugee community mobilizers. These staff members use both psychological and social work techniques to help the refugees adjust to their displacement, address the trauma they experienced, and begin reconstruction of their social systems. HIAS implements a flagship community mobilizer program to identify and provide assistance to those who continue to be vulnerable, including women who are targeted for sexual and gender-based violence and children who have trouble coping with the violence they’ve witnessed.

Essential Functions:

· Supervise the implementation of Community Services programs and other activities with consideration for the program location, participants and goals outlined.Report to HIAS Headquarters on the program’s implementation and progress and identify needs.

· Manage staff needs and program budget requirements, in consultation with the Country Director.

· Revise current program models and develop innovative new processes to enhance HIAS’ services to refugees to meet emerging needs, protect vulnerable refugees and promote self-reliance among the refugees we serve.

· Supervise Field Coordinators (FCs) and give them support and direction through regular meetings, which will require frequent travel to all three camps. Assume FC duties when on R&R as appropriate and in consultation with Country Director.

· Review camp activity reports and compile the final monthly reports. Compile a quarterly comprehensive report, including a work plan matrix for the next three months.

· Assist in the writing of grant proposals and funding reports for the program.

· Monitor and evaluate the impact of the program on the beneficiaries, including follow-up on individual cases.

· Coordinate capacity building trainings for refugees, staff and partner organizations.

· Network with key stakeholders and ensure that the project is accurately and effectively represented to UNHCR, local and foreign government officials, and other stakeholders in eastern Chad.

· Ensure services are offered in a professional and ethical manner.

· Bring commitment and integrity to accomplishing HIAS’ mission and goals in this and other duties as assigned and commit to personal and professional implementation of HIAS’ Core values

· Other duties as assigned.

Knowledge, Skills and Abilities:

· Fluency in French and English is required. Arabic language skills a plus.

· A good team player with excellent cross-cultural interpersonal skills

· Flexibility to work in challenging conditions

Qualifications

Education:Master’s degree in psychology, social work. Specializations in children’s mental health, education counseling or conflict resolution desired.

Experience: Minimum of three years project management experience, preferably in refugee camp or similarly challenging environments. Relevant experience in the provision of emergency psychosocial care with individuals experiencing PTSD or survivors of SGBV a plus.

The post is unaccompanied and is offered on an initial six month basis - renewable according to mutual agreement. Target start date of August 24, 2015.
