Background
In 2015, IOM Chad conducted a research study on the national structure of the migration management at selected border entry points in Chad, namely in N’Djamena border post in Ngueli and the Hassan Djamous International Airport, Bongor, Léré, , Sido in South, Koutéré in SouthWest, Adré, Tiné, Amdjarass in East, N’Gouboua, Daboua in west, Rig-Rig in North-West of Chad and N’Djamena-Fara.
The research has provided interesting findings on the migration management structure at borders, characteristics of the border entry points, current capacity of the entry points and dynamic movement of travellers who cross borders between chad and its neighboring countries. Although some of the major cities, such as N’Djamena (N’Gueli and the International Airport), Faya, and Mao have been upgraded with computerized migration management systems (PISCES and MIDAS), managing a long distance and with limited available equipment at borders still poses a challenge.
Flow of travellers in the region of Lac Chad which has shared borders with Nigeria have been active as an economic pass between Nigeria and Chad. Furthermore, Chadians often send their children to religious schools in Nigeria and Niger. Hence, the movement of people has been quite active.
Since the beginning of January 2015, however, the violent activity by Boko Haram has been very pervasive and the crisis so far has displaced more than 6,000 refugees and nearly 120,000 returnees, Internally Displaced Persons (IDPs) and Third Country Nationals (TCNs) in Chad[1]. Due to this crisis, the borders between Chad and Nigeria have been officially closed.
According to the results of the above mentioned research by IOM, the security forces at Daboua and N’Guboua do not have transportation means and communication equipment to intervene or operate but only the joint command (Chad, Niger and Nigeria) military for operations has a radio transmission.
As such operations are limited to monitor all areas along the borders between Chad and Nigeria, these areas could be a loop hole for irregular migration from other countries through Nigeria to Chad. Furthermore, it is reported by IOM and altai consulting in 2015 that Chad has been a transit country for irregular, especially asylum seekers to travel to Libya to depart to Europe[2].
Upon a request from the Government of Chad, IOM Chad has been implementing an Integrated Border Management project to support the improved border management in western Chad, which includes 2 border posts in the region of Lac (N’Gouboua and Daboua). This project aims at increasing the capacity of immigration officers and installing MIDAS (Migration Information and Data Analysis System) system to systemize the border management.
In this regard, IOM Chad seeks a qualified and experienced organisation / institution to conduct an assessment of irregular migration and its relationship with existing mechanisms along the borders between Nigeria and Chad. The results of this research will be encouraged to be reflected in the Standard of Operating Procedure of the entry points in Daboua and N’Gouboua in the region of Lac where not only IOM supports the installation of MIDAS but also the issue of irregular migration is complex following its physical setting and its geopolitical and geostrategic location of the confluence where four countries (Chad, Nigeria, Cameroon and Niger) share uncontrolled borders.
1. Scope
This consultancy assignment will cover the following thematic aspects in the targeted areas:
Cultural and economic background of the targeted areas;
General security analysis along the borders between Chad and Nigeria
Profile of migrants at N’Gouboua and Daboua border posts (professions, means of transportation, reason of crossing the borders, the number of migrants per day, etc.);
Current irregular migration;
Routes for irregular migration;
Migration risks;
Corruption;
Links and connections to organised crime
Cooperation and collaboration as irregular migration is a cross border issue, we have to reflect the cross border nature of irregular migration in the assessment;
Human rights and humanitarian law-If in play and if not where the gaps are;
Other relevant findings.
IOM Chad will discuss with the selected service provider on the detailed desired outcomes prior to the commencement of this research. This research shall be completed by 15 January 2017 which includes the submission of research paper to IOM Chad.
2. Objectives
The objective of this consultancy is to comprehend the profile of migrants and trends in irregular migration along the borders between Nigeria and Chad.
3. Outputs
The expected product of the consultancy is a research paper on the analysis of the trend in irregular migration and related information.
4. Language of the proposal
The Proposals prepared by the candidate and all correspondence and documents relating to the Proposal exchanged by the candidate and IOM shall be written either in the English or French language (IOM Standards). Any printed literature, if any, furnished by the candidate may be written in another language provide that some of its pertinent passages are translated in English preferably or in French. The candidate shall structure the operational and technical part of its Proposal as follows:
Offeror’s background, experience, and capacity:
This section should provide a brief description of the Offeror’s present activities, which has a focus on services related to this Terms of Reference;
This section should also describe the general management approach towards a project of this kind;
The Offeror should comment on its experience in similar projects and identify the person(s) representing the Offeror in any future dealing with IOM.
The consultant shall provide a previous exercise that he/she directly lead for review by the PM IOM Chad office
Proposed approach and work plan:
This section should demonstrate the Offeror’s responsiveness to the ToR by identifying the specific components proposed, addressing the requirements, as specified, point by point; and provide a clear workplan showing how the contract will be implemented properly and along agreed timelines;
This section should also demonstrate strong conceptual understanding of the mapping process, identify ways in which the mapping will be gender and conflict sensitive and generally demonstrates that the offeror clearly understands the requirements of the ToR.
Personnel proposed to provide the services:
This section should fully explain the Offeror’s resources in terms of personnel and facilities necessary for the performance of this requirement. It should describe the Offeror’s current capabilities/facilities, provide CV’s of two individuals who are assigned or to be assigned to be based in IOM Chad for three months and other staff members who would support the required services.

5. Budget and submission of report
Maximum budget for this consultancy is USD 60,000 (Sixty thousand United States Dollars) and the research paper should be submitted to IOM Chad by 15 January 2017.
6. Preferences
An organization / institution which has conducted a similar research is strongly preferred. A national organization / institution is encouraged to apply.
