Mandated to strengthen international and local capacity to prevent, prepare for, respond to and recover from crises and in line with the localization agenda and commitments made to the Grand Bargain, NORCAP has in recent years scaled up partnerships and support to both national and local actors.
To support the Civil Society Network in Chad and Niger and its members to improve their delivery of services to people affected by the ongoing crisis in lake Chad basin, NORCAP is currently seeking M&E and Finance Management Specialists with extensive experience in project life cycle from planning, monitoring, evaluation and reporting in emergencies. The specialists will be situated in Chad and Niger.
As a NORCAP roster member, the exact job description will vary with each assignment.
M&E specialist
Responsibilities:
Coordinating M&E implementation, capacity building for identified civil society members
Assist and quality assure the drafting of civil society network guidelines for M&E and reporting.
Initiate the development of a system with standards and procedures to ensure credible, reliable, timely, and cost-effective monitoring data to strategic planning, uphold accountability and contribute to inform critical management decisions.
Prepare and train staff, on project and programme design, monitoring and evaluation concepts, skills and tools.
Strengthen the evaluations, ensuring that they are enshrined in the project life cycle routines, and that they are timely, useful, and ethical, upholding the criteria and standards. This includes TOR preparation for and the design and implementation of programme surveys (e.g. baselines), real-time evaluations (RTE), mid-term and end of project evaluations, case studies, and other components of the M&E system using a range of quantitative and qualitative methods and various participatory methodologies to monitor performance.
Oversee the development and assure the quality of specific planning, assessment, M&E and reporting tools for consistent and quality data collection, coherent with and reinforcing the civil society network guidelines
Provide technical guidance to programme staff in incorporating appropriate M&E systems into projects based on needs, donor requirements, resources and capacities. This includes adequate needs assessment to inform relevant programming, project and programme log frames, development of SMART indicators (Specific, Measurable, Achievable and Attributable, Realistic and Relevant, Timely) that are supported with clear and concise indicator guidelines
Ensure that lessons learned from programme M&E to improve future programme selection, design and implementation.
Liaison with external organizations and M&E experts to identify and disseminate good M&E practices and contribute to knowledge sharing.
Perform assigned tasks by the host UN agency as agreed between NORCAP and the said agency.
Qualifications
Required:
Minimum Master’s degree in social sciences, management, economics or related field
Minimum of 5 years relevant international humanitarian experience (equivalent to the UN P3 level or higher), finance, education, protection, recovery or development work.
Minimum of 3 years in designing and implementing integrated results-based M&E systems and processes.
Detailed knowledge of log-frame-based project design, monitoring and evaluation
Experience as evaluator for disaster relief, recovery or development work (Please include at least two evaluation reports in which you were part of).
Sound background of social research methodologies, including a highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences
Excellent computer skills: Microsoft Outlook, Word, Excel, Access, SPSS or other statistics software.
Demonstrated success in supporting organizational learning, accountability and performance
Experience in coaching programme staff and facilitating training on various M&E topics
Understanding of humanitarian principles, as well as gender, protection, social or human vulnerability issues
Desirable:
Solid understanding of the development sector with a focus on participatory processes, joint management, and gender issues.
Knowledge of databases and computer-based management information systems.
Familiarity with UN operating environment.
