Chad: Land Tenure Study

Concern aims to contract a consultant to conduct a Land Tenure Survey in the Dar Sila Region to identify the current land tenure regulations existing both within traditional structures and national, regional and local government legislation. Concern implements activities that specifically require land allocations, namely:

  • Conservation agriculture:

    • Demonstration plots
    • Promotion of conservation agriculture with vulnerable households through lead farmers on individual plots of land
  • Market gardening:

    • Promotion of vegetable gardens through producer groups on shared plots
  • Agroforestry:

    • Promotion of community nurseries
  • Environment:

    • Promotion of forest and natural resource management through Environmental Committees
    • Farmer Managed Natural Regeneration of trees
    • Development of soil and water conservation structures

While there have been strong impacts of these activities on resilient livelihood systems, much of the potential for continuation of the activities beyond the timescale of the programme is dependent on how land is allocated and if the tenure system permits long term investment.

The aim of the consultancy is to conduct a survey on the land tenure system in Dar Sila to answer the following questions:

  1. What are the systems of land tenure in Dar Sila both customary and governmental for:

    1. Land allocation;
    2. Land management;
    3. Commonage;
    4. Grazing rights;
    5. Land rights for pastoralists?
  2. How do the following socio-economic groups access land?

    1. Male residents (rich, medium, poor, extreme poor)
    2. Female residents (rich, medium, poor, extreme poor)
    3. Pastoralists
    4. Returnees
    5. Refugees
  3. What opportunities and constraints arising from the land tenure system in Dar Sila?

  4. What are the implications for Concern’s programme along How Concern Understands Extreme Poverty and for activities focusing on climate change adaptation requiring land allocations?

The survey will be used by the consultant to produce a practical guide on the land tenure system in Dar Sila for resilience programming. The results of the survey will enable Concern’s programmes to better plan activities that will take consideration of local land tenure systems and will contribute more social inclusion in programmes ensure more long term impacts after the programmes have been completed.

This CV must show:

  • Experience of living and working in Chad

  • Experience in carrying out previous Land Tenure System analysis/evaluation

  • Over 10 years’ experience in working in International Development

  • Fluent French

  • Ability to provide examples of work carried out for other INGOs, UN or research organisations
