The project aims at contributing to the implementation of the politics of the Chadian State in favour of the reduction of the Maternal and infantile Mortality (MMI) in the Region of Logone Occidental by a stronger implication of communities.
Mission
To conceive, to set up, to follow and to estimate a plan of financing of the maternal and infantile care in health center pilots of two sanitary districts (Bénoye and Laoukassi) of the Region of Logone Occidentale to the Chad.
The technical adviser based to Moundou will have for main missions:
The implementation of the Regional Monitoring center within the Regional office of the Health of Moundou;
The conception of the technical, financial and institutional components of the mechanism of purchase of care;
The support for the NGO BASE for the implementation of the financial contribution of villages;
The conception of a technical and financial information system targeting the maternal and infantile care;
The training of the actors in the use and in the management of the information system;
The implementation of an approach of knowledge management (capitalization, tools, methods and obtained results);
Plea for the transfer of the financing of the purchase of care in the MINSANTE at the end of the program.
He will assure his missions under the supervision of the leader of the project BASE/CIDR and will work in narrow dialogue with the Doctor and the Basic administrator-trainer.
Duties and responsibilities
Recruit and form the National Frames of the Regional Monitoring center;
Conceive an information system for the follow-up of the effects of the politics of the Ministry of Health and the program on the activities of maternal and infantile Health:
· Conception of management tools adapted to the capacities of the persons in charge of health services;
· staff training in the use of management tools;
· organization of the regular formative supervisions for the production of complete and reliable technical and financial data.
Define the procedures of management and control of the mechanism of purchases of maternal and infantile care;
Conceive a secured management system and of control of the contributions;
Bring a support-council for the organization and for the management of the contributions;
Coordinate the ascent of the data and their exploitations by the Regional Monitoring center in partnership with the IRD in France;
Form the regional and national frames in the data analysis produced;
Realize satisfaction surveys;
Capitalize methodologies and obtained results;
Transfer the control of methodologies, tools in national frames.
Education
Economist of the health, administrator of health services, specialist in financing of the health, holders of a diploma of public health
Experience
At least 5 years of experience in Africa in the support for the public systems of health,
With a specialization in financing of the health.
Professional skills
Excellent knowledge of the software of database management.

Wage : Salary as per CIDR grid + accommodation + transport + annual trip
