1 Context
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC is implementing life-changing humanitarian programs and assistance to refugees forced to flee war or disaster. The IRC works in more than 40 countries and 22 US cities to bring security, dignity and hope to millions of uprooted people fighting for their survival. The IRC leads people 'from harm to home. IRC's mission is to help people whose lives and livelihoods are undermined by conflict and disasters to survive, stand up and take charge of their future. Faced with a growing humanitarian crisis in the far north of Cameroon, the IRC has launched an Economic Recovery and Development program (ERD) that seeks to respond to basic emergency needs of affected people.
1 Summary
The ERD Coordinator will be the focal point of the program an Economic Recovery and Development program. He / she will ensure the implementation of the IRC Cameroon ERD strategy. The ERD Coordinator will set, review and deliver strategic objectives, strengthening staff capacity and collaborating leads and developing proposals. The Coordinator will ensure the implementation, monitoring and evaluation of activities of the ERD program within the various projects in collaboration with other program leads and partners for the development of integrated economic development models.
1 Location: The Economic Recovery and Development Coordinator will be based in Maroua.
1 Primary Responsibilities:
- Develop strategies and relevant work plans for the implementation of the program / project components
- Supervise staff to ensure timely delivery of the work plan and ensure measurement and achievement of specific indicators, overseeing monitoring processes
- Ensure the sustainability of the ERD sector through the development of critical and strategic national partnerships
- Identify, develop and maintain basic collaborative partnerships and networks with communities and other national institutions
- In collaboration with the Country Management Team, the Grants Coordinator and technical units participate in generating and responding to funding opportunities
- Select target communities based on needs/vulnerabilities; assess the feasibility of different aid delivery mechanisms using market-based interventions; and identify the right type of cash transfer modality to implement (cash for work, cash grants, vouchers) within the given context
- Ensure that the selection of beneficiaries is participatory and inclusive
- Ensure that the beneficiary payment or distribution options guarantee the maximum level of protection towards the beneficiaries
- Strengthen the capacity of the ERD team in implementing market-based methodologies
- Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
- Management of all related administrative aspects to the team under his/her responsibility, such as time management, leave days, work plans, staff training etc.
- Develop and maintain monitoring systems and procedures, supporting quality control and reporting systems.
- Develop post-distribution monitoring tools and adapt them to the chosen fund transfer methodologies,
- Ensure the analysis and review of Monitoring & Evaluation data
- Ensure regular field monitoring and the implementation of required changes.
- Ensure IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities; indicators and achievements are produced in quality.
1 Other functions:
- Meet with potential donors and share with them the vision of the program and ERD activities
- Develop proposals and budgets for new proposals consistent with the ERD overall strategy for submission to donors
- Identify potential partners in the private sector to promote sustainable approaches to business
- Ensure implementation of effective and timely monitoring of the ERD program activities through field visits and supervision
- Identify, recruit, train and maintain qualified staff.
- Being constantly in communication with the staff responsible for the implementation of the ERD program, ensuring technical assistance is provide through-out the project implementation phase, and also documenting lessons learned.
- Ensure that the relevant project managers under his/her supervision effectively collaborate in the field with community stakeholders and other partners
- Other duties as assigned by the supervisor to establish and develop IRC programs
1 Profile:
- Minimum 5 years of International experience of leading teams implementing Food Security and Livelihoods Programs with specific skills in Market-Based Programs ( ash transfer programs), in economic recovery and development,
- Excellent comprehension of Food Security and Livelihoods programs, including experience in leading in participatory beneficiary identification, registration and selection,
- Proven abilities in developing work plans, data collection and analysis and performance monitoring,
- Fluency in English and French required,
- Prior experience working in emergency settings or insecure environments,
- Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills,
- Strong written and oral communication skills, effective in representation and liaison with external parties,
- INGO experience required; experience working with the UN cluster system desirable,
- Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others,
- Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
