I.Purpose of the assignment

Under the supervision of the Chief of Communication, the incumbent of the post will contribute to the strengthening of UNICEF Chad’s Advocacy and Communication Strategy in order to achieve better results for vulnerable children and women in Chad.

II.Specific objectives:

· Support the conceptualization, planning, execution, monitoring and evaluation of an advocacy and communication strategy to leverage better results and mobilize resources for the most vulnerable children and women in Chad.

· Use a number of digital and social media channels, and make recommendations regarding current and future social media platforms and innovation technologies to use in order to increase UNICEF Chad’s global outreach and youth participation.

· Develop and produce multimedia products and online campaign narratives to advance UNICEF Chad’s mandate and to better profile children's rights.

III.Main activities and outcomes

Advocacy and Partnerships

· Regularly update and implement UNICEF Chad communication strategy, particularly donor communication elements. This includes communication assessment and analysis, development of communication plans, strategic use of resources and involvement in key programme processes, especially situation analysis, reviews and evaluation.

  • Support the Strategic Communication team in coordinating communications/media response in close collaboration with regional Office and HQ.
  • Assist in disseminating materials/content/messages to UNICEF RO, DOC, PARMO, NatComs, broadcasters and print publications. This may include press releases, fact sheets, newsletters, key messages, media kits, etc).
  • Any other advocacy and partnerships related tasks, as requested.

Communication and Media outreach

  • Produce (or help produce) content and communication materials on the Nigeria + crisis (Lake Region) and other potential crisis that might arise in the country. Assist the team with media outreach among international and regional press about UNICEF Chad priorities.
  • Organise field visits: Media, donors, NatComs, etc.

· Assist HQ and the Regional Office in identifying and obtaining feature stories and other materials to facilitate global/regional advocacy and fundraising activities, particularly in support of National Committee efforts to mobilize resources. Ensure regular inputs to Geneva, NYHQ web for profiling Chad programme and results.

Regularly monitor and evaluate the impact of the communication activities.

Digital engagement and Multimedia production

· Contribute to the strategic development of digital initiatives including the use of innovative digital technologies for youth engagement and empowerment. Contribute to increase digital engagement with young people for UNICEF campaigns and initiatives.

· Develop and disseminate social media content for UNICEF’s platforms, including production of digital/online campaigns.

· Produce 7 or more high quality multimedia products (shooting and editing) on key programme priorities including WASH, health, HIV, nutrition, protection and education.

· Write, rewrite and edit content from a variety of sources, following UNICEF editorial style.

· Film, edit and work with video files in multiple formats highlighting UNICEF’s work.

IV.Expected outputs

  • UNICEF Chad communication strategy, particularly the donor communication plan, is regularly updated in order to be proactive and respond appropriately to different needs: media, donors, partners, etc.
  • Collaboration with regional Office and HQ is strengthened especially regarding communications/media response.
  • Stories/messages are pitched to the media as required.
  • Materials/content/messages are disseminated to UNICEF RO, DOC, PARMO, NatComs, broadcasters and print publications.
  • Communication materials on the Nigeria + crisis (Lake Region) and other potential crisis that might arise in the country are produced or facilitated.

· Content for UNICEF’s social media platforms, including digital/online campaigns is regularly produced and performance monitored.

· At least three (3) field visits with Media, donors, NatComs supporting UNICEF Chad priorities are organised

· At least three (3) Stories and other materials to facilitate global/regional advocacy and fundraising activities, particularly in support of National Committee efforts to mobilize resources are identified and shared with the Regional Office and HQ

· At least three (3) Digital initiatives including, innovative digital technologies for youth engagement are launched

· At least seven (7) quality multimedia products (shooting, editing and writing) on key programme priorities including WASH, health, HIV, nutrition, protection and education highlighting donor’s visibility are produced.

V.Duration and Place of work

The incumbent will be based in N’Djamena. The assignment will also require periodic travel to support partnership initiatives, field missions and facilitate media content creation.

Duration 7 months, starting on 1 June 2016.

VI.Supervision, Feedback and Reporting

The incumbent will work under the supervision of the Chief of Communication.

VII.Qualifications required:

· Advanced University degree in Communications, Journalism, Public Relations, International Relations or equivalent/relevant professional experience combined with a university degree in a related field.

· A minimum of five years’ relevant professional work experience in communication, print, broadcast media or interactive digital media.

· Proven experience in professional videography, video editing, and writing.

· General ability to draft ideas and concepts, clearly and concisely, in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media.

· Proven ability to research, analyse, evaluate and synthesize information.

· Strong planning and organisational skills.

· Solid media contacts and knowledge of current theories and practices in communication research, and the role of mass media.

· Proven ability to effectively manage relationships with media representatives, government officials and other UNICEF partners.

· Proven ability to work as part of a team and have a strong understanding of UNICEF programmes.

· Knowledge of computer systems, internet navigation and various office applications, specifically interactive digital media (video editing).

· Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.

  • Ability to cope with stressful and difficult conditions and political/cultural sensitivity and ability to work in international and multicultural environment.

VIII.Languages:

  • Fluency in French and English is essential, both writing and speaking; excellent drafting skills as well as oral presentation skills.

IX.Other Competencies required:

  • Ability to communicate effectively to varied audiences, including during formal public speaking.
  • Ability to set high standards for quality of work and consistently achievement of project goals.
